NPDES Phase 2 regulations?

Does anybody have any good links that fully explains this. I have found some websites and information on it, but I am putting together a presentation that we do to construction GC's during the winter and I want to make sure all my ducks are in a row. Do you have any good direct links that spells it out nicely so its easy for people to follow?

The regulations differ from general EPA guidelines to State Regulations even down to counties and cities. I guess it depends on where your are doing the training. Here's a website that gives NPDES state contacts and what agency is in charge. Hope it helps.
